Long report headed, tendaciously, "How Prostitutes are Made by Act of Parliament". The case was heard before Admiral LOWE and Mr LAITY, magistrates at Stonehouse, Devon. "Catherine P...... applied to the magistrates under the Contageous Diseases Acts, to be relieved from periodical examinations at the Royal Albert Hospital, Devonport.".. The case was characterised by almost complete conflict of evidence between the girl, her mother and her sister, and Constable MORCOMBE and Inspector ANNIS, there being no independent witnesses. The girl and her mother contended that she was a 16 year old virgin, until arrested by Constable MORCOMBE who told her she would not be examined by a doctor. She was so upset by the brutality of the doctor's examination that she subsequently took to prostitution for six weeks, but had recently reformed her behaviour, and wished to go into a Rescue Society home for "fallen women". She claimed Inspector INNIS had put his own cross to a false confession that she had been, before the examination, a prostitute, and that she agreed to be examined by the doctor . The police claimed that she had been habitually a prostitute for the past year. Her counsel argued that there was a incentive under the Act for the police to bring false cases. The magistrates ruled that she had to undergo the examination, and could afterwards go into a home if she so wished. Her counsel said that she would refuse to go to the hospital and would, in consequence, be imprisoned..

Residence Note:
In the 30 March 1851 census John and Jane MORCOMBE were visiting her assumed mother, the widowed Catherine PENGELLEY. In Q1 1855 Ellen had been born in Okehampton and on 9 May they embarked at Plymouth on their ill fated voyage.

GENERAL NOTES:
The record of the barque "John" says John MORCOMBE 25 labourer, last residence Lifton, survived, Jane 22 wife, George 4, John 2 and Ellen 1 - presumed to have drowned.
According to the 1851 census John was born in Okehampton and visiting Thrushelton. The 1855 passenger list of the "John" says he had been recently resident in Lifton. His first wife Jane PENGELLY was born in Thrushelton and her mother in nearby Lewtrenchard. His second wife Mary Ann WILLIAMS was born in Lifton. Her father was Zachariah WILLIAMS and there are two or three men of that name [or Zacharias] in Lifton and Stowford parish between 1820 and 1850. Apart from Okehampton, ten miles to the NW, these places are all within 5 miles of each other in Devon just over the county boundary from Launceston. Tavistock Registration District covers Lifton, and after 1860, Calstock where John and Mary Ann were living in 1861 and 1871.

He appears to have served until 31 Aug 1884 when he was pensioned.The ships he served on (in date order) were Rattlesnake, Royal Adelaide, Indus, Cambridge, Tamar, Lapwing, Victor Emanuel, Tyne, Royal Adelaide, and Daedulus. He was a ship's corporal throughout this period of service, his character on leaving each ship being generally described as "very good" or "exemplorary", though the comment on his penultimate posting was only "fair"..

GENERAL NOTE:
It appears as if John and Jane were recorded as Samuel and Bessie in the 1891 census. Their landlady was related to them, so it would be surprising if she had listed the names incorrectly. An alternative is a mistake by the enumerator. It is also possible that the couple were, at the time, deliberately concealing their identity for some unknown reason.The reasons for concluding that the couple really were John & Jane MORCOMBEare:1. The third boarder was their son John and his description was exactly as would be expected from his 1881 and 1901 census entries.2, The ages and birth places of "Saml" and "Bessie" closely match those of John and Jane. John had served in the navy and would, therefore, be a naval pensioner as recorded in the 1891 census entry.3. Jane MORCOMBE nee KNOTT was the aunt of another resident Annie KNOTT (daughter of her Jane's younger brother William). Annie was entered in the census as a cousin of the Eliz. HOUSE, the head of household, and her two brothers Wm & Hy SURMAN.

He is the same age as this John MORCOMBE but the census should have been taken on 4th April which was a fortnight after the latter's death in Middlesex Co., over 200 miles from Bowmansville. He was probably a different John MORCOMBE.
