In the Daily News of 17 April 1900, page 3, there are a series of reports from Daily News Correspondents in South Africa headed "War Letters". One report is headed "The Censor and Private Letters. An Interesting Application" and begins "A point of considerable importance is likely to be raised in the Supreme Court during the coming week. Mr. W.B. Morcom, Q.C., the senior member of the Natal Bar, and one of the representatives of Pietermaritzburg in the Legislative Assembly, feeling aggrieved that his private and business letters should be opened by the Censor without his consent being first obtained, is moving for an order interdicting the Postmaster-General and all officers of the Post Office "wittingly or willingly opening or delaying, or causing or suffering to be opened or delayed by any other person whatsoever, contrary to his and their duty, any letter or anything sent by the post which shall come into his or their hands or custody, by reason of their employment relating to the Post Office, directed to William Boase Morcom"
The Daily News reporter recalled that the Postmaster-General, on taking office, had undertaken not to censor the mail, except with the consent of the recipient. Problems had arisen due to the conflict between civil and military law. The reporter expected the government to stop censorship by civil sevants and officers of the Criminal Investigation Department, thus avoiding the embarrassment of the matter going to the Supreme Court.[Full report in South Africa file]

Residence Notes:
1880 PA Census: FHL Film 1255138. National Archives Film T9-1138 Pg.232A. In the LDS tanscription of this family the surname is entered as MORCORN.
In 1900 William and Mary Ann were living in a row of 6 apparently adjoining houses occupied by themselves and 5 of their sons. William, a 6th son, was living further along Third Av,The 7th surviving son, Henry was living with his parentsand still single.
We cannot rule out the possibility that all six households were in one house, William owning the house and renting rooms to his sons. The families were all in Third Avenue in the 1900 Federal Census but in Jefferson Avenue in the 1900 PA Census
In 1900 William Henry's brother Joel and family were laos living in Third Avenue

"Morkum" in 1870 Luzerne Census, but probably identical with "Morcom" in Gibsonburg, Jermyn Census of same year.In 1870 he was one of 5 coal miners lodging with John & Elizabeth Brokenshire. All seven were from England.1880 Census describes him as having "liver complaints".

If he is right, it is possible that it was WH senior who married BOVEY or WH junior was married 3 times.1881: William & Hannah were next door to Thomas & Emily who were 2 doors away from William & Elizabeth & Clara
